It says retailers need to be able to report crimes more easily, more funding is needed for offender rehabilitation, and regulations should be introduced to make it more difficult to sell stolen goods online anonymously.

The Conservatives went from 53 seats to 10, while Labour lost four of its five councillors.The two remaining seats were won by the Green Party and the Stafford Borough Independents.Parts of Bradford's parks and green spaces are being left to grow naturally to "attract wildlife and encourage biodiversity" over the spring period.
Bradford Council said naturalising specific areas of green space would allow wildflowers to grow and create habitats for pollinators.Signs have appeared to indicate the sections being naturalised as "Nature Friendly Areas" which support bees, butterflies, birds, frogs and hedgehogs.
Councillor Sarah Ferriby said: "Whilst the vast majority of the 15.5m sq metres of grass the council cuts every year will continue to be maintained as usual, there are some specific areas which will be naturalised."
A spokesperson said the authority's green spaces were divided into various types according to the differing maintenance regimes they required.Ms Bradley thinks the successful reintroduction of beavers could be a good guide to the new project.
"We consulted with 2,000 households to say what was going on," she said."We would intend to do the same with elk, to inform residents and let them know what we are doing.
"But also helpfully get people excited and engaged."And engaging with landowners is very, very important part of any of the next steps.
