Prime Minister Sir Keir Starmer has tightened the rules on ministers accepting gifts and hospitality, after a row over senior Labour figures receiving freebies.

Mr Oliver said the closures had a "massive impact" on residents in Weybridge and Cobham, which were seeing the "displacement of traffic off of the M25".He added he would continue to lobby National Highways to "not only do this work as quickly as possible but to try and recognise the disruption that these works are causing to all of us".

National Highways senior project manager Simon Elliott said: “We appreciate that the construction work at junction 10 has had a significant impact on traffic flow, especially given the high volume of vehicles that pass through this critical junction daily.“The construction of the new free-flow left turn lanes between the M25 and A3 are complex. While we will seek to realise the benefit of these lanes early, they will only be opened when it is safe to do so. There is no firm date committed to at this stage and we’ll update on progress.“Meanwhile, we continue to actively work with Surrey County Council and other stakeholders to mitigate any disruption caused by our construction works and the project remains on track for opening to traffic in 2025.”

The M25 is due to shut again in two weeks, but it will be the last full closure as part of the Junction 10 project, National Highways says.Junction 10, near Wisley, and junction 11, near Woking, were closed in both directions from Friday to Monday while a bridge was demolished as part of improvement works.

before the road reopened, ahead of schedule, on Monday morning.

Jonathan Wade, project manager, told BBC Radio Surrey the next closure was a "little bit more tricky" but that it was a "milestone - no more closures".The only exceptions to this have been countries where elections were seen as neither free nor fair, such as Chad and Rwanda, or in which governments were accused by opposition and rights groups of resorting to a combination of rigging and repression to avert defeat, as in Mozambique.

Three trends have combined to make it a particularly difficult year to be in power. In Botswana, Mauritius and Senegal, growing citizen concern about corruption and the abuse of power eroded government credibility.

Opposition leaders were then able to play on popular anger at nepotism, economic mismanagement and the failure of leaders to uphold the rule of law to expand their support base.Especially in Mauritius and Senegal, the party in power also undermined its claim to be a government committed to respecting political rights and civil liberties - a dangerous misstep in countries where the vast majority of citizens are committed to democracy, and which have previously seen opposition victories.
