Standing next to her makeshift home of scrap metal, wood and plastic tarp, 47-year-old Nelly Mengual recounts how severe flooding and winds tore off her roof a few months ago, leaving her knee-deep in water in her home.She lives in an informal settlement on the outskirts of Riohacha, in northern Colombia’s arid, wind-swept region, where thousands of other Wayuu people, native to the La Guajira region spanning Colombia and Venezuela, also reside.
